Hancock County board member, Tom Rodgers, visited with members of the Warsaw Public Safety Committee Wednesday, at a public safety meeting called by Chairperson Priscilla Blecha. The agenda was to discuss a county report of Warsaw dog incidents and review the city’s dog ordinance, but discussion veered a bit with Rodgers also bringing to light the battle ensuing at the county level over the need for Warsaw to have its own ambulance. The issues with the ambulance were not on the agenda but that did not stop Rodgers from speaking on them. Also present at the Public Safety Committee meeting were Alderman Kim Nagel (Ward 2), Mayor Mike Heisler, and Alderman Priscilla Blecha (Ward 1). Once again absent at the committee meeting was Alderman Alan Leffler (Ward 3) who has said recently that he intends to retire this coming April, but it may be sooner.
Rodgers warned committee members that [at the county board], “Warsaw may have more problems [than it understands].” Mayor Heisler said he had attended and spoke at the last held county board meeting which he said he left feeling “disappointed and discouraged” by certain board members. It was reported that, as he addressed the county board, a few board members “didn’t give him any regard” and “were talking amongst themselves” and that his comments appeared to “fall on deaf ears,” with apparently more of a “popularity contest” in play than the needs of his city’s concerns.
He also said that while he was allowed to address the board, and that he did so supporting those involved and those at the county board, the request to do so was not put on their agenda, which further added to the seeming disparagement around the issues needing to be addressed.
Rodgers said that when he had talked to county board member Pat Craven, who is also the chairperson for the county Health and Welfare committee, he was told by Craven that “we don’t have a dog problem.” Alderman Nagel questioned what was meant by that statement — asking who is meant by “we.” Rodgers was not able to clarify that but speculated that it meant “the county.” For some time now, there have been concerns raised about the way the appointed Hancock county animal control officer is handling his authority to effectively serve Hancock County citizens. At issue in the City of Warsaw is not only the writing of an updated ordinance, but consideration of if there is a need for Warsaw to authorize its own ACO with more discretion and authority to be more effective at handling these problems, should they arise in Warsaw city limits.
Heisler went to the meeting on behalf of Warsaw citizens and had said he also expected to be in receipt of a report from the State’s Attorney, Rachel Mast, on her ongoing investigation into the dog incidents that had been reported this past year in Warsaw. With Mast not having the report available, Heisler said he had spoken to her and she told him that “she was waiting for ordinances from other counties to make a report.” Subsequently, the report was not made available to the Warsaw Public Safety meeting, which only seemed to further hold up and complicate the matters at hand for the city of Warsaw.
Heisler said that he is not available to attend the next county meeting scheduled for this coming Tuesday, Aug. 16 at 6 p.m., but that what he had told the county board at the last meeting that what he wanted for Warsaw was to ensure that its citizens “feel they are protected” and that a “proper procedure is followed” when it comes to dealing with incidents involving dogs that are not being controlled safely and properly by owners in Warsaw city limits.
