Her opponent, incumbent Councilmember Gil Cedillo, was leading by more than 10 percentage points. Hernandez remained hopeful, though some supporters had begun mourning what they thought to be a loss.

Saudi Arabia has taken into custody an American woman who has struggled for years to leave the kingdom with her daughter. U.S. officials and a U.S.-based advocacy group, the Freedom Initiative, confirmed the detention of American Carly Morris. Morris has faced Saudi Arabia’s strict male guardianship laws in a custody dispute with her Saudi ex-husband. Morris had tweeted publicly about her circumstances in recent months. The Washington-based advocacy group says Saudi authorities summoned her to a police station Monday and have not released her. The Saudi Embassy in Washington did not immediately respond to an email for comment. Saudi Crown Prince Mohammed bin Salman increasingly is including Americans in a crackdown on perceived critics and rivals.

CHICAGO — Arlington Heights trustees Monday kicked off a new phase of negotiations with the Chicago Bears by approving a pre-development agreement with the football club to guide a possible redevelopment of Arlington International Racecourse.

A woman who recently settled a lawsuit against Prince Andrew resulting from claims she was sexually trafficked to the British royal and others by financier Jeffrey Epstein has dropped a similar claim against attorney Alan Dershowitz, saying she may have erred. Virginia Giuffre’s lawsuit against the prominent lawyer was withdrawn on Tuesday in Manhattan federal court. In a statement, Dershowitz said he was gratified that the claims were dismissed and Giuffre has admitted she may have made a mistake. He noted that no payments were exchanged in the settlement. In a statement, Giuffre noted that Dershowitz had consistently denied the allegations.

The State Department says the United States and Russia will soon hold talks on resuming suspended arms control inspections that had been put on hold during the COVID-19 pandemic and languished after Russia’s invasion of Ukraine. State Department spokesman Ned Price says negotiations on the inspections would take place “in the near future” under the terms of the New START treaty and would not include any discussion of the conflict in Ukraine. The meeting of the treaty’s so-called “Bilateral Consultative Commission” will be the first in more than a year and is intended to show that the two countries remain committed to arms control despite other differences. It will explore ways to resume the confidence-building inspections that have been on hiatus.

The AP VoteCast survey shows that voters have become deeply discouraged about the state of America and its future. High inflation and concerns about the fragility of democracy are heavily influencing their decisions in Tuesday’s midterm elections. The detailed portrait of the American electorate is based on preliminary results from VoteCast, an extensive survey of more than 90,000 voters nationwide conducted for The Associated Press by NORC at the University of Chicago. Half of voters say inflation factored significantly in their vote. Groceries, gasoline, housing, food and other costs have shot up in the past year and given Republicans a vehicle for criticizing President Joe Biden. Guitarist Jeff Cook, who co-founded the successful country group Alabama, has died. He was 73. Cook had Parkinson’s disease and disclosed his diagnosis in 2017. A representative for the band says he died Tuesday at his home in Destin, Florida. The Country Music Hall of Fame says that as a guitarist, fiddle player and vocalist, Cook landed eight No. 1 songs on the country charts between spring 1980 and summer 1982 alongside cousins Randy Owen and Teddy Gentry.
