Update: Changes to Ada County’s Animal Control Ordinance

Earlier this week we told readers about Ada County reworking its animal control ordinance and this morning we have an update.
Margaret Carmel attended a meeting with county commissioners and the Idaho Humane Society and got the specifics on the updated version.
One of the key pieces involves defining what constitutes a dangerous dog. The current statute says any dog that approaches someone with “an apparent attitude of attack” can be classified by the Idaho Humane Society as dangerous, which then leads to the dog being euthanized. The new proposed rules define dangerous dogs as an animal that has bitten another dog or a person. If a bite occurs and it is reported, then the owner can either go through a state court process or through an administrative hearing through the Idaho Humane Society depending on the nature of the injury.
At the hearing, the circumstances of the attack, the dog’s nature, past incidents and whether the bite was provoked will be discussed before coming to a decision. The new ordinance proposes allowing dangerous dogs to be kept in Ada County, as long as they are following certain regulations and are subject to regular inspections. This could include the posting of dangerous dog signs, muzzling on walks, locked gates and other requirements to keep the dog from hurting others. If an owner doesn’t like the decision, it can be appealed in Ada County through the court system for a second opinion under the new ordinance.
Ada County plans to continue public outreach on the ordinance before making a final decision on November 29.
You can read a more in-depth version of this story, including other changes in the ordinance, on BoiseDev.
Speaking of dogs, next week, furry friends will be welcomed back into select Boise parks.
Boise Parks and Rec’s off-leash dog program starts Tuesday, November 1 at Ann Morrison Park and Optimist Youth Sports Complex. Dogs are free to roam off-leash from sunrise to sunset at both parks except on the Boise River Greenbelt paths, parking lots, roads and playgrounds.
The program begins annually when fall sports leagues wrap up and will go through February 28, 2023.
Together Treasure Valley Dog Island at Ann Morrison Park will remain open all winter but seasonal drawdown at the pond has started. Also, as temperatures drop, the pond can get icy and create unsafe conditions. People are urged to be careful with their pets around the banks.
