SAN DIEGO (AP) — San Diego officials on Tuesday were expected to approve a $600,000 payout to a woman who was severely injured when a police dog attacked her in her own yard after escaping from its trainer’s home nearby.
A lawsuit filed by Jenna Cole in March called the bite a “vicious” and “unprovoked attack” and accused the city of negligence for how it trained, monitored and caged the K-9. The suit also contended such animals should be in secure facilities, not residential neighborhoods.

In what has become an annual ritual, the CEOs of the major U.S. banks will appear in front of Congress this week, to sell themselves as shepherds of a helpful industry at a time of financial and economic distress for many Americans. Democrats have called JPMorgan Chase, Bank of America, Wells Fargo and Citigroup to Washington to talk about pocketbook issues as households contend with the highest inflation since the early 1980′s. While billed as a hearing on everyday finances, the CEOs are also likely to face difficult political questions with Washington in the midst of an election year.
Somali authorities say militia members in central Somalia have helped kill scores of al-Shabab militants in an ongoing operation against the Islamic extremist rebels that is receiving air support from the United States. The Ministry of Information, Culture and Tourism said in a statement issued Tuesday tht suspected Al-Shabab fighters are being hunted in the Hiran region areas of Yasoman and Aborey, and more than 100 had died as of Sunday. Somali President Hassan Sheikh Mohamud declared “total war” against the al-Qaida-linked rebels following a deadly attack on a hotel in Mogadishu last month. Al-Shabab spokesman Ali Mohamud Rage acknowledged the government’s uncompromising stance but insisted al-Shabab was undeterred.
Spain has fined delivery company Glovo nearly 79 million euros ($78 million) for violating a 2021 law that obliged app-based food delivery platforms to make their riders full employees. Spanish Labor Minister Yolanda Díaz said Glovo had continued to treat some 10,000 regular riders as self-employed workers when they should have been taken on as staff employees. Diaz said the fine had led to Glovo hiring those 10,000 riders. The minister confirmed the penalty, originally reported by Cadena SER radio, on Wednesday. Glovo is a Spanish company that operates in 25 countries, mostly in Europe.

The central idea behind House and Senate bills to reform an arcane federal election law is simple: Congress should not decide presidential elections. The bills are a response to the Jan. 6 insurrection and ex-President Donald Trump’s efforts to find a way around the Electoral Count Act. That 19th-century law governs how states and Congress certify electors and declare presidential election winners, along with the U.S. Constitution. The House votes on its version of the legislation Wednesday. A Senate committee considers its bipartisan bill next week. Democratic and Republican supporters in both chambers want to pass an overhaul before the start of the next Congress and ahead of the 2024 presidential campaign cycle.

Ukrainian farms near the front lines are facing constant shelling that is damaging fields, equipment and buildings and making it difficult to plant and harvest crops. At one farm, a worker says returning to growing grain “will be difficult.” Agriculture is a critical part of Ukraine’s economy, accounting for about 20% of its gross national product and 40% of its export revenue before the war. The country is often described as the breadbasket of Europe and millions rely on its affordable supplies of grain and sunflower oil in parts of the world where many already face hunger. Russia’s invasion has dealt a heavy blow to the industry, severely hampering transport and exports on top of damage at farms.
China has toned down its rhetoric on Taiwan, saying it is inevitable that the self-governing island will come under its control but that it would promote efforts to achieve that peacefully. The comments Wednesday came one day after the U.S. and Canadian navies sailed through the strait between China and Taiwan. They don’t appear to signal a change in policy as much as a broader attempt to calm the waters on multiple fronts in the runup to a major meeting of the ruling Communist Party next month.

Survivors of torture and other atrocities under Philippine dictator Ferdinand Marcos are marking his martial law declaration 50 years ago by pressing their demand for justice and apology from his son, who is now the president in a stunning reversal of his family’s fortunes. Activists held street protests at the University of the Philippines they say are aimed at preventing a repeat of the abuses and plunder that began after Marcos imposed martial law in the Philippines in September 1972. He was ousted in 1986 and died three years later in U.S. exile without admitting wrongdoing. His son took office in June after a landslide electoral victory. He is currently visiting New York where he was booed by a group of Filipino Americans.
Britain’s government says it will cap wholesale energy bills for businesses this winter as part of a package of measures to protect people and companies from soaring energy prices. Prime Minister Liz Truss said the cap will apply for six months from Oct. 1 and will ensure businesses “are able to get through the winter.” She added that shops and pubs will benefit from financial help on their energy bills beyond the initial support period. The announcement on Wednesday follows similar measures announced earlier this month to cap domestic energy prices to help millions of people struggling to afford to heat their homes amid a cost-of-living crisis.
