Pet owners in Noida housing societies face heat amid spate of dog bite incidents – India Today

After a couple of incidents of dog bites, the high-rise apartment resident welfare associations (RWAs) have issued a slew of arbitrary notices and illegal fines to dog owners.

RWA of ATS Paradiso Greater Noida high rise has issued a fine worth Rs 500 including GST to at least two dog owners. One was fined for her dog’s peeing, and another was fined for taking her dog in the lift.
The Charms County society, where a Beagle had bitten a kid in the lift a couple of days back, has issued a notice to all the dog owners in the society to not use the lift for their dogs and put muzzle on the dog’s snout while taking them out for a walk.
RWAs of Greater Noida West have also issued similar notices to the dog owners, triggering outrage among the dog lover community.
Kaveri Rana Bhardwaj, a renowned animal rights activist and former PFA member, said, “The RWAs cannot make their own rules and they need to follow the rule of the land, which is the Constitution of India. How would a person or an elderly person take the dog for a walk if they are living on higher floors? This is not only illegal but also inhuman. The doctor also needs to act as per their dog’s behaviour. But since there is no rule by the Greater Noida Authority to fine any dog owners, no RWA can impose a fine on any dog owners independently.”
Sonam Wadhwa, a dog owner of a Greater Noida society, was fined Rs 500 for taking her dog in the lift.
“There has been a spike in harassment of dog owners in the last couple of days after a couple of dog bite incidents were reported in the vicinity. Dog owners are being harassed for no reason. Many residents are looking for a chance to engage with dog owners and harass them through the RWAs. No dog shall be muzzled if he/she is not aggressive. In such humid weather, dogs need to breathe properly with an open mouth.”
The animal rights activists said that if the RWA continues to harass dog owners, they will knock on the doors of the court.
“Muzzling a dog makes them more aggressive. Also, unlike us, they don’t have sweat glands so they need their tongue out of their mouth to keep them cool. Forcing someone to do this is illegal and comes under animal cruelty. If the RWA doesn’t understand the rights of the dogs owners, then we will have no options left but to go to the court,” said Kaveri.
