Delhi: Three of family, pet dog attacked by neighbour wielding iron rod; FIR filed – The Indian Express
Three members of a family and their pet dog sustained injuries after a neighbour attacked them with an iron rod, allegedly following a quarrel over the animal barking at him. The incident took place in Outer Delhi’s Paschim Vihar on Sunday morning. Police said they have booked the man, Dharamvir Dahiya (63), and took his son into preventive custody.
According to police, the East Paschim Vihar station received a PCR call from Janta Flats at 9.27 am. Dahiya was walking on the road when the dog, owned by Rakshit (25), started barking at him, and he allegedly picked it up by its tail and threw it. Police said Rakshit intervened to protect the animal, which led to a minor scuffle with Dahiya, who was allegedly bitten by the dog.

Police said Dahiya came back with an iron rod and allegedly hit the dog on its head. This led to another altercation and Dahiya hit Rakshit and his uncle Hemant (53). Police added that Dahiya later allegedly barged into Rakshit’s house to take back the pipe and hit Hemant’s wife, Renu (45).
CCTV footage from the spot showed Dahiya running with the rod and hitting the dog and a man standing next to it.
Speaking to The Indian Express, Rakshit claimed, “He (Dahiya) was walking around accompanied by a few stray dogs. My dog barked when it saw other dogs. He was offended by this and grabbed my dog by the tail, and I had to stop him.”
Hemant alleged that Dahiya hit the dog on its head, and struck him on the back of his neck when he bent down to check on the animal. Dahiya also allegedly struck Rakshit on the head. “I grabbed the rod and pushed him back so no one would get hurt… and he left,” he said.
Hemant said Dahiya returned later to retrieve the rod. “My wife had gone outside to give directions to the PCR van which was on the way. Dahiya took the opportunity to go into our house and grab the rod. Renu tried to stop him, and he struck her with the rod as well,” he alleged.
The police have registered a case against Dharamvir Dahiya, who attacked the residents and struck the pet dog with an iron pipe on Sunday morning.

Hemant further alleged that Dahiya’s son then threatened them on Sunday night: “He was banging on the door and yelling at us, saying he would not leave us alone. He was also threatening us with violence and using vulgar language.”
DCP (Outer) Sameer Sharma said: “Based on Rakshit’s statement, a case under IPC sections 308 (attempt to commit culpable homicide), section 323 (voluntary causing hurt), 341 (wrongful restraint), 451 (house-trespass to commit offence) and Section 11 of the Prevention of Cruelty to Animals Act (cruel treatment of animals) has been registered. Investigation is on and facts are being verified. Dahiya’s son was taken into preventive custody.”
Police said Dahiya went to Park Hospital in Khyala on account of the dog bite, and that all the injured were medically examined. “Dahiya is still in hospital… We are keeping a watch on him. Further action will be taken after he is discharged,” Sharma said.
Police said Dahiya was a retired gunman from a bank. Police are scanning his documents after locals claimed he was in the Army. The DCP added that Dahiya was booked in 2006 under IPC section 341, 323 and 34 while his son was involved in an Arms Act case.
Meanwhile, residents of the area claimed that Dahiya often got into verbal altercations.
Janta Flats Resident Welfare Association (RWA) secretary, Premchand, said, “This is a good area with mostly families residing here, and it is generally very peaceful. However, when someone creates a situation like this, we have to oppose it as a group. Hence, a complaint has been filed with the police.”
